(AP) ? Meryl Streep has donated $10,000 to a charter school in the struggling Rhode Island city of Central Falls after a plug from fellow actress and hometown favorite Viola Davis.

Angelo Garcia, founder and director of the Segue Institute for Learning, says the check from Streep's Silver Mountain Foundation for the Arts arrived Monday. A note said it was on behalf of actress Davis, who grew up in Central Falls.

Both Davis and Streep were nominated for the best actress Oscar this year, with Streep winning the award on Sunday night.

The Segue Institute has more than 200 students in grades six through eight.

Garcia, who grew up with Davis, says the school is trying to raise money to buy the building it's in or find a new location.

    (AP) ? President Hugo Chavez bid an emotional farewell laced with references to Jesus Christ and independence hero Simon Bolivar as he departed Venezuela on Friday for Cuba for urgent surgery to remove a tumor he says is probably malignant.

    Clasping the hand of his youngest daughter, Chavez addressed allies of his socialist political movement and troops standing at attention at the Miraflores presidential palace.

    "I say this from my gut: With cancer or without cancer ... come rain, thunder or lightning ... nobody can avoid a great patriotic victory Oct. 7," the president said, referring to the date of Venezuela's presidential election. "Long live Chavez!"

    The socialist president, who is seeking a fourth term, referenced Bolivar and Christ's burdens to describe his battle with cancer.

    "Our (founding) father Simon Bolivar once said, 'I am a man of troubles.' I say as a son of Bolivar, I too am a man of troubles. We are a people of troubles," Chavez said. "Let the troubles come and add like the cross of Christ to the definitive liberation of the country. With the cross of Christ, one must sometimes bear pain as a spur to love. It is fuel for love."

    Chavez's black SUV left the palace and rolled slowly through the capital, with red-shirted bodyguards clinging to the running boards. His head and shoulders sticking out of the sunroof, the firebrand president waved to onlookers lining the avenues and people flying Venezuelan flags from rooftops.

    A motorcade of white vans and police vehicles with flashing lights followed Chavez to the airport, where he shook hands with officials and spoke briefly before taking off for Cuba in the presidential plane.

    Several hours later, Chavez contacted Venezuelan state television by telephone, saying he had arrived in Cuba and had been greeted by Raul Castro at the airport.

    "I have faith that everything will go well," Chavez said.

    The president said he planned to meet with doctors on Saturday, and undergo a series of medical tests.

    Chavez, 57, is turning to the same Cuban doctors who extracted a baseball-size cancerous tumor from his pelvic region last summer. This time, the growth is smaller, about an inch (two centimeters) in diameter.

    Cuba and Venezuela are staunch allies, and Chavez enjoys a warm relationship with former leader Fidel Castro and his brother, President Raul Castro.

    The Venezuelan president has not disclosed the precise location of either tumor, nor said what kind of cancer he had, but described next week's surgery as urgent.

    Cuban health care is generally considered good, but oncology experts not involved with Chavez's care say he could be taking a risk by skipping more respected facilities in the United States, Europe or Brazil ? which has Latin America's most advanced cancer centers with specialized radiation equipment.

    "If you have a 'common' cancer, that of the breast, colon or lung ... then it's going to be easy to find standards of care that are the same in the U.S., Brazil or Cuba," said Dr. Julian Molina, an oncologist at the Mayo Clinic in Rochester, Minnesota. "The problem comes when you have a tumor that's not one of the common ones, and that's what most of us suspect Chavez has."

    Latin America's top cancer doctor, Paulo Hoff, who heads the cancer center at Sao Paulo's Sirio-Libanes hospital, considered the region's best, would not talk specifically about Chavez's case. But he did say that a cancerous tumor in the pelvic region would be mainly limited to four types: prostate, rectal, bladder and sarcoma, the latter being a rare and deadly form of tumor.

    National Assembly President Diosdado Cabello, a retired army lieutenant who accompanied Chavez in his failed 1992 coup, said Friday that the Venezuelan opposition should be the most worried about the president's survival.

    "The people in the street will not retreat a single millimeter, not a single millimeter, from what has been accomplished in these 13 years" since Chavez took office, Cabello said.

    Chavez allies have accused their political foes of hoping the president will die, opening a door for the opposition to win the Oct. 7 vote.

    Rival candidate Henrique Capriles has rejected such allegations and said he wishes for a Chavez recovery so Capriles can triumph "fair and square."

    Luis Vicente Leon, director of local polling firm Datanalisis, said Chavez's most important political concern is convincing people that he's healthy.

    "It is a different scenario if in the mind of voters an idea remains that the president is ill, with his near future compromised," Leon said.

    As Chavez's motorcade traveled through the streets, hundreds of supporters covered his SUV with flowers and even a portrait of Jesus that read: "I will heal you. Forward, commander!"

    "This goodbye should encourage him. I hope he returns and knows we love him," said Lucia Cabeza, an unemployed 24-year-old.

    For others, it was just the latest spectacle surrounding a man with a confirmed flair for the theatric. He was given a similar send-off last summer when he flew to Cuba for treatment.

    "It was a terrible exaggeration. They took him here, they took him there," said Fatima Abreu, a 47-year food vendor. "It's not the first time he's leaving, nor the first time he's having surgery. Even for his own health, he should be taking it easy."

    "Chavez has been doing this for 13 years," added Margarita de Rodriguez, a 55-year-old homemaker. "Recently they celebrated the 4th of February, the coup that failed, and now they're making a circus of his illness. They always do everything thinking about the elections."

    Chavez plans to continue governing from Cuba instead of delegating authority temporarily to Vice President Elias Jaua. He has not said when he might return to Venezuela.

    Jesse Willms of Alberta, Canada agreed today to settle a variety of false and deceptive marketing charges brought by the Federal Trade Commission.?

    The FTC alleges Willms and his business partners used ?Free Trial Offers? to get people?s credit or debit card numbers in order to bill them for products and services they did not want and did not agree to purchase.

    Willms sold dozens of products via the ?free trial offer? come-on, including:?

    • ?AcaiBurn weight loss products
    • PureCleanse colon cleaners
    • DazzelWhite and DazzleSmile teeth whiteners?

    He also marketed work-at-home-schemes, free credit reports, access to government grants, online consumer research services and penny auction sites (SwipeBids.com and SwipeAuctions.com).?

    In its complaint, the government says these ?illegal practices? raked in more than $359 million dollars since 2007 from nearly four million consumers in the U.S., Canada, United Kingdom, Australia and New Zealand.?

    In settling with the FTC, Willms and his 11 companies are permanently barred from using negative-option marketing, a practice where the seller considers the lack of a response from the customer as permission to charge them.?

    They are also prohibited from debiting people?s bank accounts without getting their express authorization, making misleading or unsubstantiated health claims and using false or deceptive endorsements or testimonials.?

    A judgment of $359 million will be suspended if Willms surrenders the money in his bank accounts, along with the proceeds from the sale of his house, personal property (including a Cadillac Escalade, fur coat and artwork) and corporate assets.?

    The pitch for everything was basically the same: the product or service was available for ?free? or on a ?risk-free? trial basis as long as you paid a small fee for shipping and handling.?

    ?Get Your Risk-Free Bottle Today,? the bold print would say. ?We?ll let you try it, before you buy it!? Buried in the fine print in the terms and conditions was the fact that you were going to be charged almost immediately.?

    ?If you didn?t return the free sample within a very short period of time, normally 14 days from the date of purchase, you were not only charged each month going forward, but you were charged for the sample you got that was supposed to be free,? explains Robert Schroeder, director of the FTC?s Seattle regional office which handled this case.?

    Ruth Witteried of Vancouver, Wash., is one Willms? many victims. She saw an online ad for a ?free trial? of a weight loss product called PureCleansePro. Because the ad was on a reputable website, she figured it must be legit. So she agreed to subscribe to a newsletter and pay for the shipping.?

    When her next credit card bill came, Witteried found charges for more than $166, including $59.95 for the PureCleansePro, membership to an acai berry support site and a web access fee.?There were more unauthorized charges on her next statement.

    ?There wasn?t anything free about it,? she says.?

    The ad promised a money-back guarantee. But when Witteried called customer service, she couldn?t get the charges reversed.?

    ?They were not nice. They were not helpful,? she remembers. ?They said they were not allowed to give refunds.??

    Other dishonest sales tactics
    The FTC complaint says Willms and his companies made ?false and unsubstantiated? product claims and used ?false celebrity endorsements.??

    Ads for the company?s weight loss products promised rapid and substantial weight loss. ?Colon cleaning supplements were touted as a way to help prevent colon cancer. In its complaint, the FTC says these claims were ?false, misleading, or were not substantiated.?

    For some health-related products, Willms put bogus endorsements by Oprah Winfrey and Rachel Ray on his website. But neither of these celebrities endorsed any of his products. In fact, Oprah sued Willms for unauthorized use of her name and likeness.?

    The bottom line
    I warned before about ?free trial? or ?risk free? offers.? They?re designed to make you think you?re getting something for nothing. But if you?re required to hand over your credit or debit card number, for whatever reason, you could be in for a nasty surprise.?

    The Willms organization isn?t the only company that?s used this marketing trick to scam people. He was the largest fish caught by the feds so far, but there are others still out there.?

    Before you take the bait, ask yourself ? is it really worth the potential hassle to get a little sample of an unknown product from a company you?ve never dealt with before? I think you know the answer.?

    Tax Seasons Makes Consumers More Vulnerable to Scams ...

    Tax season is upon us, and in between the groans of procrastination and anticipation, consumers should be wary of the increased threat of tax scams. Scammers work year-round, but cash-strapped consumers are often more vulnerable around mid-April when taxes are due.

    ?Tax season can be a particularly active time for identity thieves because tax returns contain all the information they need ? Social Security numbers, names, addresses, employer information, investment account numbers ? to open fraudulent accounts in a taxpayer?s name or steal a taxpayer?s income tax refund,? said Texas Attorney General Greg Abbott in a February press release.

    Particularly rampant during this time period are IRS impostor scams. Consider this scenario: you receive an email from what appears to be the IRS saying that you have an error in your tax return or you are eligible for a larger refund. You click the link, enter your bank account, Social Security number, user ID and password. Watch as your bank account balance evaporates.

    ?Scammers may also send bogus text messages that claim to be from the IRS. By send?ing unsolicited tax-related text messages, identity thieves are attempting to exploit taxpay?ers who believe that only a legitimate contact ? like an IRS agent ? would have their mobile phone number. Unfor?tunately, this false sense of se?curity makes taxpayers more likely to click on a link in the bogus text message,? Abbott said.

    True to bureaucratic form, the IRS will only communicate with taxpayers using the good old US Postal Service snail mail, and they will never initiate contact by email or social media tools to request personal or financial information. The IRS does not send emails stating you are being electronically audited or that you are getting a refund. This includes any type of electronic communication, such as text messages and social media channels.

    Earlier this month, consumers across the nation received fraudulent email supposedly from Intuit, the tax preparer software that produces Turbotax. Delivered from the address update@intutit.com or security@intuit.com, with the subject line ?Please verify your tax information asap,? or ?Tax information needed within 30 days,? the email was a phishing scam that directed consumers to update their Social Security number and employer ID number on a third-party website that would download a virus onto the victim?s computer.

    The IRS says you might have spotted a scam if you encounter email that:

    Requests detailed or an unusual amount of personal and or financial information such as name, Social Security Number, bank or credit card account numbers or security related information, such as mother?s maiden name, either in email or on another site linked to the email.

    Dangles bait to get the recipient to respond to the email such as mentioning a tax refund or offering to pay the recipient to participate in an IRS survey.

    Threatens a consequence for not responding such as additional taxes, garnishing wages or blocking access to funds.

    Incorrectly states the Internal Revenue Service or other federal agency names.

    Uses incorrect grammar or odd phrasing (many email scams originate overseas and are written by non-native English speakers)

    Uses a really long address in any link contained in the email message or one that does not start with the actual IRS website address www.irs.gov.

    What to do:

    • Avoid opening any attachments to the email, in case they contain malicious code that will infect your computer.
    • Avoid clicking on any links, because they may be connected to phony IRS sites.
    • Visit www.irs.gov to use the ?Where?s my Refund? tool to determine if you are really getting a refund, rather than responding to the email message.
    • Forward suspicious email or url addresses to the IRS mailbox phishing@irs.gov then delete the message.
    • Consumers who believe they are victims of identity theft other scams may bisit the US Federal Trade Commission at www.OnGuardOnline.gov.

    Prior to the formalization of the funeral industry in the mid-19th century, very little documentation had been kept in regard to the care of the dead and while the history of undertaking as portrayed in early funeral industry trade journals is a history in which men were the precursors of the modern-day funeral director, it was women who were the original entrepreneurs called upon to prepare and anoint the bodies of the deceased.

    But something happened during the mid-19th century that changed all that. It was the commercialization of that dreaded task of death that soon required professional undertaking and it was known as the funeral industry. Mortuary science became formalized; a skilled trade that required an education in biology, chemistry and anatomy, and it was assumed by trades? professionals, composed of men.

    Once, long ago, women made up a small majority in comparison to a large majority of men working within the industry. But today, roughly 57% of new enrolments within mortuary schools are women, with 1605 women enrolling as opposed to the 1219 men who enrolled in 2010.

    So, what was it that changed during the course of half a century?

    Linda Darby-Sempsrott is part of the third generation of the Darby family who have been providing families with care since 1960.

    Linda Darby-Sempsrott of Sunset Funeral Homes offered her answer that ?Women are the planners ? not that I?m trying to sound gender specific, but it is a little bit. In many households, the women are the ones who plan the birthday parties; they?re the ones who plan the events; they?re the ones who do the core meetings of these things. It?s what we do, it?s who we are, it?s what we enjoy ? it?s how we connect and I think the connecting piece in the funeral services is somewhat missing.

    ?We?ve allowed ourselves (the funeral service) to become a transaction. Funeral services are one of the most personal things that you can do in your life. There has to be a heart connection in order for it to be fulfilled helpfully. Women understand and women get that because we?re more connected in that way ? and I?m not saying men can?t be. I know many great male funeral directors, but sometimes they want to fix it and you can?t fix grief, you have to allow it to take place naturally.?

    So, with funerals in an evolutionary state of flux, from their beginnings as in-home family arranged affairs to the independently owned family funeral homes, the death-care industry has been in a steady stream of constant motion. With Baby Boomers streamlining the change through enshrining self-esteem, along with their increased due diligence of do-it-yourself funerals and exuberant celebrations that reflect upon a life lived rather than a life to mourn, combined with the Me Generation?s increased sense of entitlement, dream-the-impossible-dream and more direct personality, 20 years from now, funerals aren?t going to be what they once were.

    In fact, Darby-Sempsrott believes the sky?s the limit. ?We?re all unique in our own way and each life celebration should be unique to each individual. I don?t think each funeral should be the same.?

    For Darby-Sempsrott, she?s been a trailblazer in the field of funerary celebrations. With a roster that has seen her actively involved in numerous de facto organizations, promoting memorialization and aiding in the continuous growth of women in the industry, Darby-Sempsrott has served on the Board of the Illinois Cemetery Association, the Board of the Arizona Funeral Directors Association; has sat on the Illinois State?s Comptroller?s Cemetery Advisory Board for two years; co-chaired the Women in Funeral Service Scholarship program for the International Cemetery, Cremation and Funeral Association (ICCFA) and is also the CEO of Trigard Vaults/Greenwood Plastics, and along with her siblings, co-owner of six funeral homes and a memorial park.

    Even with an impressive list of achievements, Darby-Sempsrott found her introduction into the funerary industry a smooth transition. Since 1960, the Sunset Memorial Park in Danville, Illinois had been a family owned cemetery, purchased when Darby-Sempsrott?s father was 22-years-old, and like many family owned funeral practitioners, Darby-Sempsrott grew up with the presence of death and the vulnerability of mortality. Upon graduating from Illinois State University in ?84, she began her career within the industry.

    ?When I graduated from college, I saw a niche that I could fill,? Darby-Sempsrott said. ?I believe that we can impact our world greatly by what we do for a living, so that?s always drawn me to it. (But) I noticed that sometimes we don?t try very hard. There?s so much more to what we could be doing to celebrate people?s lives and what we?ve done in our pasts. It?s always been a passion with my family ? to raise the bar in funeral services; to give people what they really want and what they really need.?

    To this extent, Darby-Sempsrott is talking about personalizations and how, beneath the veneer of stability, the funeral industry is undergoing a rapid change, and that change is the exit of a great generation ? the Baby Boomers. With the first of America?s 70 million or so Baby Boomers well on their way to reaching 65 years, it means a great majority of people heading into their golden years. And as Baby Boomers reach that age when it?s prudent to plan funerals for loved ones, as well as themselves, their expectations are changing also.

    This shouldn?t come as a surprise when reflecting upon the Boomer Generation. They changed the way we looked at love, sex and work, so there really isn?t an exception when it comes to death. Just as they?ve built a life out of taking the path less travelled, the Boomers aren?t going to settle with just any ordinary, cookie-cutter funeral. In fact, they?ve already shown an inclination to leading the way and pushing for more personalized and creative memorial services.

    Darby-Sempsrott recognizes this change. While she?s seen her share of personalized funerals, she also feels that there could be more. But the problem with personalized funerals, is that many people still aren?t aware that funeral homes are more than willing to accommodate the bereaved with what they may want.

    ?I spoke to a lady,? Darby-Sempsrott said. ?And this is really sad because she didn?t go to a funeral home because she didn?t think a funeral home would do it ? but she told me her family had a funeral on a yacht. How unique is that? So I asked her, which funeral home she used and she said, ?I didn?t even know a funeral home could do that.? Broke my heart ? how sad is that, that this woman didn?t think a funeral home would do that for her. Low and behold, a huge red flag for me and for our industry ? we need to get that message out there that we?ll do it (personalized funerals).

    ?We need to be listening to and educating (people) so that they can make a good and informed decision. I don?t think we?ve done a good enough job of that, so I would like to see that change. At the time of a death, it really is hard for family members and friends to be really, really creative. So if we stop and ask a few questions ahead of time, even if you put it in your back pocket for a while, until you have an opportunity to think about ? you?re allowed to be more creative (with it) ahead of time.?

    With a lack of awareness outside the funeral industry in promoting celebrations that recognize a life ? a life celebration that promotes more personalized memorialization ? being the crutch of the funeral industry, Darby-Sempsrott firmly asserts, ?(Personalized funerals) gets us out from the back of the chapels and into the front of the chapels and says, ?Hey! You lived a life and you impacted people along the away, or I hope that I did in some way, shape and form ? and I hope I made enough of a difference in your life for you to come and celebrate me.?

    This may be progressive thinking on Darby-Sempsrott?s part, but it really is something she attributes to her out-of-the-box rationale. For Darby-Sempsrott, personalization has a place in the grieving process that she believes helps. To adapt to these changing perceptions, even Trigard Vaults/Greenwood Plastics have taken to personalizing their burial vaults with a celebratory ceremony known as The Healing Tree.

    ?The Healing Tree is an interactive burial vault,? Darby-Sempsrott said. ?One of the things that we?ve noticed is being at the gravesite is probably one of the hardest times, because it is at that time that you?re no longer with your loved one, and that your loved one is no longer going to be within your sight. What we wanted to do was create a ceremony at the gravesite that would allow family members the ability to take something away with them.?

    Despite Trigards? efforts in raising the awareness of personalized funerals, Darby-Sempsrott believes it?ll still be a grassroots effort to garner acceptance, but she remains firmly confident it will only grow in popularity.

    ?We really don?t have a great spokesperson representing us.? Darby-Sempsrott admits. ?It would be helpful if there was someone out there leading our charge, saying what we do for a living is so important. I don?t want our generation (of funeral professionals) to be lost because we didn?t do what we needed to do in order to keep the industry and the memories alive. We need to get out from behind the chapels and get out in front of the people, and have the hard conversation that we have to have in order to get people talking about personalization.?

    In spite of negative perceptions that the funeral industry may have gotten from the world at large, Darby-Sempsrott maintains, ?When someone says, ?Oh my gosh, your a funeral director?? I say, yeah, I am ? I get to help people heal.?

    Chief army defector promises fight to free Syria (AP)

    BEIRUT ? The commander of rebel Syrian soldiers said Sunday there is no choice but to use military force to drive President Bashar Assad's regime from power as fears mounted that government troops will escalate their deadly crackdown on dissent after Russia and China vetoed a U.N. resolution aimed at resolving the crisis.

    With Western nations searching for an alternative strategy after the failed U.N. Security Council resolution, U.S. Secretary of State Hillary Rodham Clinton called for "friends of democratic Syria" to unite and rally against Assad's regime. The remark suggested the possible formation of a formal group of nations to coordinate assistance to the Syrian opposition.

    The Syrian opposition has called for such a coalition to provide it direct political and economic support after the double veto at the Security Council on Saturday killed a U.N. effort to promote an Arab plan to end violence in Syria.

    Clinton called the vetoes "a travesty."

    "Faced with a neutered Security Council, we have to redouble our efforts outside of the United Nations," she told reporters in the Bulgarian capital Sofia.

    But the threat of both sides turning to greater force raises the potential for Syria to enter a dangerous new phase that threatens to degenerate into outright civil war.

    The uprising began in March with peaceful protests against Assad's regime, sparking a fierce crackdown by government forces. Army defectors who joined the uprising later began to protect protesters from attacks. In recent months the rebel soldiers, known as the Free Syrian Army have grown bolder, attacking regime troops and trying establish control in pro-opposition areas, bringing heavier government response.

    Now regime opponents fear Assad will unleash even greater violence to crush protesters, feeling that he has protection by his top ally Moscow. If the opposition turns overtly to armed resistance, the result could be a dramatic increase in the bloodshed.

    "There is no other road" except military action to topple Assad after the vetoes at the U.N., the commander of the Free Syrian Army told The Associated Press by telephone from Turkey.

    "We consider that Syria is occupied by a criminal gang and we must liberate the country from this gang," Col. Riad al-Asaad said. "This regime does not understand the language of politics, it only understands the language of force."

    He called Russia and China's veto a "strike against the Syrian people," not just the opposition.

    A Syrian state-run newspaper, Tishreen, vowed Sunday that Damascus will press its crackdown aiming to restore "stability and security and confront all forms of terrorism." Early Saturday, regime forces bombarded the restive central city of Homs in what activists said was the deadliest incident of the uprising. They reported more than 200 killed, but the regime denied any bombardment and there was no way to independently confirm the toll.

    On Sunday, gunfire continued to ring out in several neighborhoods of Homs, and at least one person was shot dead by a sniper, the Britian-based activist group Syrian Observatory for Human Rights said. Outside the city, troops bombarded the rebel-held town of Rastan, killing at least three people, it said.

    Government forces also shelled the mountain town of Zabadani, north of Damascus, a significant opposition stronghold that fell under rebels' control late last month. Bombardment the past two days has wounded dozens and forced scores of families to flee, said an activist in the town.

    "The situation is terrifying, makeshift hospitals are full," said the activist, who only gave his first name, Fares, for fear of government reprisals. He said the town has been under siege for the past five days and there is lack of food and heating fuel during the cold winter.

    Troops and army defectors clashed in the northwestern province of Idlib and the southern province of Daraa, the Observatory said, reporting two civilians and nine soldiers killed in Idlib. It said a 14-year-old boy was killed when troops fired on a protest in the Damascus suburb of Daraya.

    Another activist group, the Local Coordination Committees said 22 people were killed Sunday in different parts of the country. The groups' reports could not be independently confirmed.

    More than 5,400 people have been killed in Syria's crackdown, according to a U.N. count from January that has not been updated, and activists have reported dozens killed daily since.

    The Russian and Chinese vetoes effectively killed an Arab League plan that called for Assad to hand over his powers to his vice president and allow creation of a unity government. The resolution would have expressed support for that Arab League plan, which Assad rejected.

    As an alternative, the U.S. proposal for a formal grouping of nations backing the opposition could be similar to the Contact Group on Libya, which oversaw international help for opponents of the late deposed Libyan leader Moammar Gadhafi. In the case of Libya, the group also coordinated NATO military operations, something that is not envisioned in Syria.

    U.S. officials said a friends group would work to enhance sanctions against Assad, bring Syrian opposition groups inside and outside the country together, provide humanitarian relief for embattled Syrian communities and monitor arms sales.

    The main opposition umbrella group, the Syrian National Council, backed the idea.

    Radwan Ziadeh, a prominent figure in the SNC, wrote on his Facebook page that friendly countries should form an "international coalition ... whose aim will be to lead international moves to support the revolution through political and economic aid."

    A deeply sensitive question is whether such a coalition would back the Free Syrian Army. There appears to be deep hesitation among Western countries, fearing a further militarization of the conflict.

    In an interview with Al-Arabiya TV on Saturday after the U.N., the head of the Syrian National Council Burhan Ghalioun said a coalition might give the FSA support "if necessary" to "protect the Syrian people."

    Arab nations and other backers of the Security Council resolution expressed their anger and frustration at the double veto during an international security conference in the German city of Munich.

    It said the international community should now back moves for a dialogue between the government and opposition.

    The opposition has dismissed Assad's reform plans as attempts to play for time, saying they will accept nothing less than his departure. It has rejected any dialogue with the regime.
