Police: Driver who hit beachgoers fled

LOS ANGELES (AP) ? Police say a driver who ran into a crowd at the Venice Beach boardwalk in Los Angeles fled from the scene and has not been taken into custody.

Police Officer Jorge Torres says the person drove away from the scene at about 6 p.m. Saturday and had yet to be found more than two hours later.

Torres had no description of the car or the driver that left 12 people injured, two of them critically.

Q&A with Mr. Federal Way: Royal baby and wedding fashion

Q: Mr. Federal Way, why are you so anti-Federal Way? If Federal Way is such a bother to you, why don?t you move to a different city? Why don?t you have to put your real name on your column like everyone else? I doubt you will answer these questions in the paper, but if you do, I am sure you will print my name as the questioner.

A: Mr. Federal Way will gladly answer your questions. First off, Mr. Federal Way is nowhere close to anti-Federal Way. This is home. This is where Mr. and Mrs. Federal Way are raising Federal Way?s Royal Family (see later in the column).

But that doesn?t mean there isn?t room for improvement. Mr. Federal Way is just pointing out where these improvements can be made. In the ?real world,? that?s how a lot of things get accomplished.

In case you didn?t know, not everything in the city is perfect. Things don?t improve when people just sit around the fire singing ?Kumbaya,? hoping things get better. Change ? good or bad ? occurs when some people in the general population question things.

That?s just what Mr. Federal Way is doing. So, in the future, if Mr. Federal Way sees something in town that doesn?t make sense, Mr. Federal Way is going to write about it, hoping it leads to some type of change.

In conclusion, Mr. Federal Way is Mr. Federal Way?s real name, obviously. What makes you think otherwise?

Q: What kind of attire should men wear as a guest to a summer wedding? The wedding is early evening. No indication was given to dress code (formal, casual, etc). Would khaki shorts and a nice button-down-style shirt be appropriate? Or should I play it safe with a jacket and tie? It will be mostly outdoors, so I am pretty sure a jacket and tie will have me sweating like a pig. Any advice?

A: If there is nothing on the wedding invitation, Mr. Federal Way thinks a button-down shirt and some shorts are just fine. In Mr. Federal Way?s opinion, you can wear whatever you want, within reason. That doesn?t mean jean shorts (aka jorts) and a tank top.

It?s up to the bride and groom to determine the dress code on the wedding invitation. The only thing Mr. Federal Way would suggest is a nice pair of shoes and no socks. Nothing looks lazier than bright white socks and tennis shoes with a button-down shirt.

Mr. Federal Way has gone with the short/button-down look plenty of times at weddings. Not only is it a lot more comfortable in the heat, but it also allows for more movement on the dance floor and to the bar later in the evening.

Q: Why is it that when a police officer flashes their lights to pull someone over, someone thinks it?s OK to stop right in the middle of the road? And why does the officer allow them to sit there while they?re running the plates or presumably writing a ticket? Why doesn?t the officer direct them to the nearest side road and just continue their business there?

A: It?s not really up the police officer where you pull over. It?s the responsibility of the driver to pull over in a safe area. According to Mr. Federal Way?s research staff, the only reason why a police officer would get on the loudspeaker and tell you to move your car is if the officer is in danger of getting run over.

Mr. Federal Way suggests that if you see flashing lights from a cop behind you on busy roads like 320th or Pacific Highway, don?t panic. Pull over into a well-lighted parking lot or side road.

Q: Mr. Federal Way, were you on the edge of your seat awaiting the arrival of the ?Royal Baby??

A: At first, your question gave Mr. Federal Way a big-time scare. All this talk about a ?Royal Baby? made Mr. Federal Way think that Mrs. Federal Way had a ?bun in the oven,? so to speak.

But, after a panicked phone call to Mrs. Federal Way, it was made clear that the cookie sheet inside the ?oven? was void of all buns and the baby in question was in reference to the Royal Family in England, and not the Royal Family of Federal Way.

Phew!

So, in terms of the baby boy of Prince William and Princess Kate, Mr. Federal Way is very happy everyone is doing well. It?s like a modern-day fairy tale that everyone in the world gets to read. If the Royal Baby?s birth can make people forget about all the bad things happening in the world, then Mr. Federal Way will raise a pint in celebration.

The only question Mr. Federal Way has is ? what is the baby?s last name? Do the ?Royals? have a last name or is it just (title) followed by (first name), i.e. Prince Charles and Queen Elizabeth? Mr. (title) Federal Way (first name) is having a tough time figuring it out.

Q: Must you discuss things in third-person always? It?s annoying.

A: Yes. Mr. Federal Way likes using the third-person because Mr. Federal Way thinks it?s funny and Mr. Federal Way is writing this column, not you.

Longtime USA Today music critic Steve Jones dies

HERNDON, Va. (AP) ? USA Today reports that its longtime music critic, Steve Jones, who impressed people with his mental warehouse of music history and his unflappable cool, has died. He was 57.

Jones, whose career spanned nearly 28 years at the paper, died at his Herndon, Va., home Friday morning after a long illness.

The newspaper says he introduced readers to a variety of artists and trends, shedding light on the cultural and artistic significance.

Executive editor Susan Weiss says: "Steve had it all ? talent, integrity, intelligence and a huge heart."

Jones joined the paper in 1985. He interviewed legends such as Aretha Franklin, Ray Charles and James Brown, as well as contemporary superstars like Jay Z, Kanye West and Alicia Keys.

Jones graduated from Howard University in Washington, D.C., in 1978 with a journalism degree.

WASHINGTON 9, ALASKA 2: Eastlake Little League of Sammamish, Wash. Scored three runs in each of the first two innings to defeat Abbott-O-Rabbit LL of Anchorage, Alaska in the Northwest Region tournament opener.

Jack Carper led off the bottom of the first with home run to right-center field for Eastlake LL (1-0 overall), which is making its first appearance in San Bernardino.

"In that inning we scored three runs so I probably boosted the rally," said Carper, who finished 2 for 4 and scored two runs.

The three-time defending Nevada state champions went on to score three runs in the second, one in the fourth, and six in the fifth - capped by an RBI sacrifice fly from Jacob Godman - to end the game by virtue of the mercy-rule.

"I think today - if there's an easy game - today was going to be the easy game," Nevada manager Larry Quancey said.

Northern California pulled away with a four-run fourth inning that included a two-run home run by Brad Shimabuku and an RBI double by Lee.

    B.C. regulates MMA and three other combat sports

    VICTORIA ? British Columbia has become one of the first provinces to act on federal changes by regulating and sanctioning four combat sports including MMA, pankration and Muay Thai.

    The move follows legislation passed by the federal government in June that legalized professional boxing and mixed martial arts (MMA). That legislation, Bill S-209, also amended the Criminal Code to allow each individual province to grant permission for a ?contest between amateur athletes in a combative sport with fists, hands or feet.?

    ?They (the federal government) said to the provinces, essentially, that it was up to us to make a determination as to which of the amateur combat sports would be legal and how we wanted to deal with those,? B.C. Athletic Commissioner Dave Maedel said in an interview Friday.

    Maedel?s office will now regulate mixed martial arts, kick-boxing, pankration and Muay Thai, meaning people will now need permission to hold any of those events.

    ?I?ll look to ensure the events are properly arranged, that the safety of the participants is the No. 1 priority for everybody,? he said, adding his office has the authority to deny permission for any of these events if it is not satisfied the requirements have been met.

    The federal regulation also allowed the provinces to exempt certain combat sports from regulation, and B.C. announced Friday it has decided to allow wushu, karate, kung fu, grappling and jiu jitsu events to happen without oversight by the commissioner.

    The federal rules also allow exemptions for amateur Olympic and Paralympic sports, meaning boxing, wrestling, tae kwon do and judo will also take place in B.C. without regulation.

    Maedel said the province opted to regulate the four sports on the list because of safety.

    ?There?s a higher risk of injury in these sports,? he said. ?Seeing as the No. 1 priority of the province is the safety of the participants, that?s why we?ve chosen those four to be overseen by my office.?

    In a news release, Minister of Community, Sport and Cultural Development Coralee Oakes thanked those who have been waiting for the new rules.

    ?I know how passionate organizations are about promoting amateur combat sport,? she said.

    ?I want to thank them for their patience while government took the time needed to make the right decision on regulations.?

    Holier than the pope? Not nearly, but Brazil leaders are trying

    SAO PAULO (Reuters) - With hecklers outside his beachfront apartment and an approval rating down to 12 percent, Rio de Janeiro state Governor Sergio Cabral has turned to a new source for inspiration: Pope Francis.

    "The pope touched me," Cabral told reporters this week after the pontiff's visit to the world's largest Roman Catholic country for World Youth Day.

    "I really did need a dose of humility. It was wrong of me not to listen," Cabral said. "I learned from the pope's visit, to listen to the other side. I'm open to listening."

    Pope Francis left on Sunday night, but Brazil's beleaguered politicians haven't stopped trying to capture a bit of his magic. Leaders including President Dilma Rousseff have copied his gestures and quoted him at length as they search for ways to reconnect with the masses after nationwide street protests.

    The rock-star treatment given to Pope Francis during his weeklong visit, which culminated in a Sunday Mass that drew 3 million adoring believers to Rio's Copacabana beach, was the mirror opposite of what Brazil's secular leaders are inspiring.

    In June, more than a million people took to the streets in a series of protests to vent their fury over a long list of grievances including corruption, police violence, poor public transportation and a stagnant economy.

    The demonstrations have become much smaller in recent weeks, but polls show the fallout continues to be devastating for most elected officials. The approval rating for Rousseff's government tumbled from 54 percent in June to 31 percent in July, and she and other incumbents will likely face a tough re-election battle next year.

    Rousseff and others have repeatedly been booed in public appearances, while Cabral says he and his children have been unnerved by protesters camping outside their home.

    It has been a shocking fall back to Earth for a generation of Brazilian leaders who, until a few months ago, were riding high on Brazil's decade-long economic boom and the international prestige that followed: winning bids to host to the 2014 soccer World Cup and 2016 Summer Olympics.

    Pope Francis' emphasis on humility, authenticity and self-criticism could be a lesson for politicians such as Cabral, who developed a reputation for arrogance during the boom years, said Marcos Nobre, a professor of political philosophy who wrote an e-book about the protests.

    "The pope put on a political show when he was here," Nobre said. "He showed all Brazilian politicians how you deal with a situation of mass dissatisfaction like the Catholic Church has seen in recent years."

    "He's somebody who looks at you and says: 'I see that you're suffering, and I am one of you.' That's what people seem to want right now, not just in Brazil but globally," Nobre added. "It's obvious our leaders are trying to capture that."

    WALKING AMONGST THE FLOCK

    When Sao Paulo state Governor Geraldo Alckmin attended Pope Francis' Mass on July 24, he carried with him a well-worn, underlined copy of a book the pontiff wrote when he was still known as Jorge Bergoglio, archbishop of Buenos Aires.

    "I'm reading his book right now," Alckmin told reporters. He even read two passages aloud, including one about the importance of walking amongst the people, as Jesus Christ did.

    Indeed, Pope Francis' habit of spontaneously circulating among the masses in Rio - to the frustration of his security staff, but the delight of screaming fans - also seems to have rubbed off.

    Rousseff was attending an event at city hall in downtown Sao Paulo on Wednesday when the head of a local retailers' union, apparently unprompted, invited her to walk over to his group's headquarters some 300 yards away.

    "Defying the guidance of her security, the president broke protocol and accepted the invitation," said a statement released by the union late Wednesday. "On the way, the president was greeted by passers-by, she said hello to people and sent them kisses," a traditional Brazilian greeting among friends.

    The gesture was rare from a leader who has cultivated a reputation as a competent manager, but is often criticized as distant and inaccessible.

    Rousseff hardly ever gives interviews, but she sat down for nearly three hours with a Brazilian newspaper last Friday, while Pope Francis was still in the country. She struck a relaxed, personable tone, addressing the protests but also her preferred hairstylist and whether she was dating anyone. (The answer was no.)

    A spokesperson at the presidential palace declined comment on whether Rousseff was following the pope's example.

    It's unclear whether Brazilian politicians can capture any of the papal glow.

    For one thing, Pope Francis himself repeatedly urged young people during his visit to keep pressure on politicians and not to give up hope in the fight against corruption.

    Also, as Nobre pointed out, admitting to copying the pope's techniques may defeat the main purpose.

    "It's not going to seem sincere if politicians say they're imitating someone else's behavior," he said. "I believe in people's ability to change. But that's not a good start."

    Odisha also known as Orissa, is an Indian state on the subcontinent's east coast, by the Bay of Bengal. It's the 9th largest Indian state in population. Worried over a drop in the number of foreigners interested in tribal tourism, the Indian government has formed a department within the tourism department to increase these numbers.

    It all started about 18 months after the controversy over ?human safari?, is expected to facilitate the visit of foreigners to settlements of primarily vulnerable tribal groups.

    Permission, however, will be subject to a set of riders. Some of these conditions were imposed in February last year after incidents of dubious tour operators organizing secret visits of foreigners to areas inhabited by primitive tribes came to light.

    Since then, foreigners interested in such trips had to seek permission from the district magistrate concerned. However, foreign tourists faced problems when district magistrates were not present in their respective headquarters. To overcome this problem, the new cell will grant required permissions within 48 hours.

    On July 26, tourism secretary S.P. Thakur wrote to all the district magistrates that the new cell had been started as tour operators and excursion agencies were facing trouble in getting permissions.

    An official of the tourism department said the number of foreign tourists visiting the state was 60,722 in 2011. Of these, nearly 5,000 tourists had visited tribal dominated districts. In 2012, the count went up to 64,719, but only 700 tourists had opted for tribal districts as their destinations. The flow of tourists to tribal pockets has since then remained low.

    President of the Odisha Tour Operators? Association Timir Baran Patnaik also welcomed the government move.

    ?The foreigners were facing a lot of trouble as at times they had to wait for the collector?s return to get permission. But in Bhubaneswar, the permission will be issued much faster,?? he said.

    Tour operator Debasish Mohapatra hopes the new cell will help more foreign tourists to visit tribal settlements.

    However, the government has put in place a set of conditions for both foreigners and tour operators involved in tribal tourism.

    Tourism director Manoranjan Patnaik said: ?The tour operators have to submit signed papers having names of tourists, their age, sex, nationality, passport number, settlements of primarily vulnerable tribal groups that foreigners intend to visit, name of the tour operator, guide and driver, vehicle number and duration of visit. The guide has to be taken from the local primarily vulnerable tribal groups? development agency.?

    He also said after granting permission to foreign tourists, the cell would intimate the district magistrate and superintendent of police so that the visitors do not face any difficulty.

    However, to protect the cultural ethos and dignity of the communities, the permission to visit settlements of primarily vulnerable tribal groups comes with six crucial riders. The conditions include limited access to foreigners inside the settlements of primarily vulnerable tribal groups, no night visits to these areas, ban on photography in villages or local markets, no physical proximity with the visitors and no permission for any kind of amusement or entertainment by members of the vulnerable tribal groups for the foreign tourists.

    The tour operators will also have to adhere to a new code of conduct. The guidelines prohibit the tour operators from posting photographs, videos and write-ups on their websites regarding the tribal groups.

    Dr. William Petit?will be welcoming a bundle of joy into his life ? and he certainly deserves this wonderful news.?The victim of an infamous deadly Connecticut home invasion and deliberately set fire that killed his first wife and two daughters in 2007, William finally found love again with?Christine Paluf. The pair married in August 2012 and are now reveal that they are expecting their first child together! Congratulations!

    William Petit: Second Wife Welcoming Baby

    William got a second chance at love when he started dating?Christine Paluf?in 2011 ? and now he will get more joy in his life.?The pair told?WSFB?on August 1 that the?baby is due on December 3, 2013.

    In 2007, Dr. Petit?s first wife and two daughters were followed home by two ex-convicts, from a store where they had shopped. Petit?s wife was raped and strangled to death by the intruders while the couple?s two daughters ? aged 17 and 11 ? were tied down to their beds and left to die after the house was doused in gasoline and set on fire.

    William was also brutally beaten, and only narrowly escaped to a neighbor?s house.

    William Petit Attended Trials For Two Murders

    No matter how difficult it got for him, William sat through two long, sensational trials for the two men involved in his brutal home invasion. By making appearances at the perpetrators? very public multi-phase trials, Dr. Petit got some closure for his family. Steven Hayes was sentenced to death in 2010. His accomplice,?Joshua Komisarjevsky, was sentenced to death by lethal injection in 2012.

    William Petit Is Healing From Traumatic Home Invasion

    New wife Christine has been very supportive of William?s healing process ? she even worked with his family?s foundation. After tragically losing his first wife and beloved daughters, it must be extremely difficult to move on.

    When William and Christine announced their wedding plans in 2012,?Reverend Richard Hawke, William?s former father-in-law, comforted them by explaining that his daughter would have wanted William to have someone like Christine in his life. He also said that he hoped the couple would have children together.

    We are so happy that the couple will be welcoming a new baby into their lives.

    Duke Energy Raises $1.5 Billion From Florida Taxpayers, Refuses To Build New Plant, Keeps The Money

    Duke Energy Corp. raised $1.5 billion from Florida residents with the promise to build a new nuclear power plant, but now the utility company has decided to shutter those plans and keep the money instead.

    A state representative announced Thursday that Duke Energy was killing its $24.7 billion project to build a nuclear power plant. To support the plant the company had been billing fees to Levy County residents, raising $1.5 billion to support the project.

    Duke Energy decided in February to close the Crystal River nuclear power plant in Florida after workers cracked a containment building during upgrades in 2009. Crews tried to fix the problem in 2011, but it only resulted in more cracks.

    The company will be able to avoid public hearings on the botched upgrades, which have left customers with a $1.7 billion bill.

    On Friday anger built among customers and lawmakers who believed that Duke Energy misled customers.

    ?Shame on Duke Energy, Progress Energy for taking the public on this ride knowing that they were never going to build the nuclear plants. Shame on them,? said State Representative Mike Fasano.

    Duke Energy said delays by the Nuclear Regulatory Commission in issuing licenses for the new plant led to the decision to call off the plans. But the company said it could still pursue a license for the plant.

    ?We continue to believe that the Levy site is a viable option for future nuclear generation and we want to keep that option open,? said Alex Glenn, Duke Energy?s state president in Florida.

    Duke officials said they need to look at a number of factors to see if ?new nuclear generation makes sense.?

    Duke Energy doesn?t seem to be too hurt be the scandal. The company?s stock rose 51 cents on Thursday to $71.51 a share.

    MALI : Who is Mali’s ‘IBK’: junta’s man or people’s president?

    Back in the day when Mali was considered an African model of democracy, not a state back from the brink of breakup, two seasoned politicians found themselves locked in a bitter ballot scrap.

    More than a decade later, history seems to be repeating itself with the same cast of characters resurfacing on the Malian political stage.

    Only this time, the tables appear to have turned.

    Just days after the July 28 first round of the 2013 Malian presidential election, the leading candidate, Ibrahim Boubacar Keita ? known universally as ?IBK? ? holds a comfortable lead.

    Official results are due Friday, but that did not prevent a Malian interim minister from holding a press briefing in the capital of Bamako on Tuesday.

    "There is one candidate, Ibrahim Boubacar Keita, who has a wide margin compared with the other candidates," said Colonel Moussa Sinko Coulibaly, Mali?s interim minister of territorial administration. "If maintained, [it means] there will not be a need for a second round," he added.

    Mali?s landmark election was rushed through on July 28 following a tumultuous year that saw a coup, the breakup of the West African nation with a jihadist takeover of the north and a French military intervention.

    Under Mali?s election rules, if there is no outright winner in the first round, a run-off between the two leading candidates must be held on August 11.

    Shortly after the declaration that IBK may be heading for a commanding victory, his closest challenger, Soumaila Ciss?, cried foul.

    "We denounce the ballot stuffing,? said a member of Ciss??s URD (Union for the Republic and Democracy) party on Wednesday. ?According to our figures, a second round is inevitable to decide between our candidate Soumaila Ciss? and Ibrahim Boubacar Keita.?

    Eleven years ago, IBK was doing the denunciations, speaking of ?massive and systematic vote-rigging? ? against Ciss?.

    At that time, IBK was lagging behind Ciss? in the first round of the 2002 vote. The dispute ended in the courts, with Mali?s Constitutional Court ruling that Ciss? had 4,000 more votes than IBK. This meant that Ciss? had made it to the run-off vote, which he subsequently lost.

    IBK was out ? but not for long.

    As the frontrunner in the 2013 presidential race, the 68-year-old veteran Malian politician is the closest he has ever come to securing a post that he ? and his rival, Ciss? ? have long coveted.

    ?There?s definitely an irony here,? said Bruce Whitehouse, an anthropologist at the Pennsylvania-based Lehigh University. ?In 2002, Soumaila Ciss? officially edged out IBK in the first round. But a lot of people felt IBK was robbed of a victory. Surely people in the IBK camp are feeling some of these historical wrongs have been righted.?

    Ideological brothers sharing political roots

    Born in the southern Malian city of Koutiala in the Sikasso region, IBK did his graduate studies in France, where he spent 26 years, which included stints as a researcher at the Paris-based CNRS (National Center for Scientific Research) and a lecturer at the University of Paris (Pantheon-Sorbonne).

    After his return to Mali in the mid-1980s, IBK embarked on a political career that saw him rise to foreign minister in 1993. A year later, he was appointed prime minister, a position he held until his February 2000 resignation following disagreements within the then-ruling ADEMA (Alliance for Democracy in Mali) party.

    IBK then founded the RPM party, which he has led since June 2001.

    Two years later, Ciss?, himself a former finance minister, also resigned from ADEMA to form the URD (Union for the Republic and Democracy) party.

    ?IBK and Soumaila Ciss? were both members of the same party, they both split from ADEMA in the early 2000s,? noted Whitehouse. ?I don?t think they are ideological rivals. Politically, you would have a hard time differentiating their positions.?

    A strongman, a ?shapeshifter? and a political player

    Officially, IBK is a socialist. But his six years as prime minister saw the liberalisation of the Malian economy. IBK also succeeded in standing up to the country?s powerful student and trade unions in the 1990s, earning him a strongman reputation and the sobriquet ?Kankeletigui? ? or ?the man who keeps his word? ? in Mali.

    On the political stage, IBK has proved to be more pragmatist than ideologue ? ?a shapeshifter?, as Whitehouse puts it.

    ?IBK has been adept at playing both sides of the fence,? explained Whitehouse. ?He likes to hedge his bets.?

    On the 2013 campaign trail, that ability was most evident in the subtle and not-so-subtle endorsements he received from two important quarters: the military junta and Muslim religious organisations.

    Defeaning silence on the military junta

    IBK?s relations with the military junta that ousted Mali?s democratically-elected president, Amadou Toumani Tour?, in the March 2012 coup has been a subject of much suspicion and rumours in Bamako.

    Observers have noted that IBK is one of the only major Malian politicians who was not roughed up by troops loyal to coup leader, Captain Amadou Sanogo.

    Ciss?, in contrast, appears to have been particularly targeted by Sanogo. Shortly after the coup, the 63-year-old Malian politician was forced to flee Bamako after being attacked by soldiers loyal to the junta leader.

    On the campaign trail, Ciss? spoke out forcefully against the coup, calling for the junta to be ?deleted? from politics.

    On the other hand, IBK?s silence on the junta in the lead-up to the July 28 election was deafening on the campaign trail.

    When pushed on the subject ? in a lengthy interview with the French weekly, Jeune Afrique, last month ? IBK revealed that Sanogo had summoned him to his military barracks on the outskirts of Bamako shortly after the coup.

    ?I went there and I was received with great courtesy. I told him [Sanogo] what I thought. I said he had not chosen the right path and no country in the world would approve of a coup. For the African Union, it?s an indefensible crime and I share that opinion,? said IBK.

    Questioned about what he would do with Sanogo if he was elected, IBK replied with a taciturn, ?As an officer of the Malian army, he will obey the supreme commander of the armed forces ? which I will be,? he said.

    While the junta has not publicly come out and supported any one of Mali?s 27 presidential candidates, most analysts and ordinary Malians know that IBK can either work with ? or firmly deal with ? the 40-year-old junta leader.

    Wooing Muslim religious leaders

    That strongman reputation, in the end, appears to be the crux of IBK?s appeal to Malian voters this year.

    In an election that featured a fair number of new faces and calls for change, the Malian people seem to have opted for a safe, experienced pair of hands at a time when the nation is facing myriad problems.

    The fact that IBK has proved to be a wily politician is an advantage at a time when Mali is facing myriad challenges. If he becomes president, IBK?s top priority will likely be a national reconciliation mission aimed at tackling the country?s Tuareg secession problem, which has gripped Mali ever since it gained independence from France in 1960.

    On the campaign trail, IBK ? a Francophile intellectual with a taste for the finer things in life and a playboy reputation ? has played up his Muslim religious credentials in a country where nearly 95% of the 15 million population is Muslim.

    His official title, El Hadj Ibrahim Boubacar Keita, marks him as a ?haji? - a man who has made the Haj pilgrimage to Mecca.

    IBK?s effective 2013 campaign ? run by French PR firm, Havas, and Ivorian firm, Voodoo ? featured posters of the RPM candidate in Western suits as well as the traditional flowing Malian robes. Observers have noted how IBK began his campaign speeches with a verse from the Koran.

    As in previous elections, IBK gained the support of Mali?s Muslim leaders in the 2013 race, including the High Islamic Council of Mali ? a powerful collective of about 20 Islamic organizations ? as well as a new group, Sabati.

    West African analysts debate whether endorsements from Muslim religious leaders are more risky than beneficial in countries that follow a more syncretic form of Islam. But IBK understands that endorsements from top religious figures are unlikely to hurt his chances of victory.

    ?IBK appeals to different groups. He?s the junta?s candidate, he?s the Muslim candidate and he?s France?s candidate,? explained Whitehouse. ?The problem is, if he?s victorious, there will always be a pall of suspicion ? did he really win it? Was his victory manipulated by the military or the French? These questions arise once a leader has lost popularity. It then becomes easy to discredit them. This is what happened to [the now deposed Malian president] ATT. The same thing could happen to IBK.?

    How Body-Obsessed Are Americans? 72 Percent Prefer Debt to Extra Pounds

    With Bathing Suit Season in Full Swing, Credit Karma Examines Americans' Attitudes About Their Physical Appearance and Health, Compared to Their Finances

    SAN FRANCISCO, CA--(Marketwired - Jul 31, 2013) - It's summertime. As the temperature and humidity rise, Americans flock to beaches and pools. So Credit Karma, a personal finance company with more than 15 million members, wanted to know: do Americans care more about their looks or their debt?

    A survey conducted by Harris Interactive found that debt-ridden Americans often put their physical appearance ahead of their financial state. In fact, a whopping 72 percent of Americans would rather keep their current debt, than gain 25 pounds and be completely debt free. The June 2013 survey was conducted online among 2,021 Americans ages 18 and older.

    Weight trumps debt for many Americans this summer. Forty-three percent agree, "How much I weigh is more important than how much debt I have." Interestingly, women were less likely to agree with this statement than men (38 percent vs. 49 percent), disputing a traditional stereotype about women and their weight.

    The scales tip when bankruptcy enters the equation. When asked to choose between bankruptcy and obesity, 62 percent say they would prefer to be obese, but free from all debt. Thirty-eight percent say being their "ideal weight" is preferable, even if it means dealing with bankruptcy.

    More findings about looks vs. finances, according to U.S. adults who are in debt:

    • Nearly two-thirds of adults (64 percent) think about their physical appearance, more than their debt.
      • 68 percent of women were more likely to agree with this statement than men (61 percent)
    • Roughly one-third (35 percent) worry about how they look, more than the debt they are in.
      • 18-34 year olds are more likely to worry about their looks, compared to those 55+ (36 percent vs. 28 percent)
    • When asked which they care more about, 70 percent care more about their physical health, than their financial health.
      • Not surprisingly, older adults (78 percent of those 55+) value their physical health more.

    Ken Lin -- Credit Karma's Chief Consumer Advocate -- says physical health is clearly important to Americans. "Beginning 30 years ago, there was an educational push around nutrition and fitness, and our knowledge about those issues has come a long way," says Lin.

    "We want a similar focus on Americans' financial well-being. Our goal is to help consumers become educated about their finances by giving them free, online tools that quickly assess their entire financial health -- including credit score -- and gives them suggestions on how to improve their financial situation."

    Survey Methodology

    This survey was conducted online within the United States by Harris Interactive on behalf of Credit Karma from June 13 to 17, 2013, among 2,021 adults ages 18 and older. Of those surveyed, 74 percent -- or 1,452 adults -- stated they have some debt. This online survey is not based on a probability sample and therefore no estimate of theoretical sampling error can be calculated.
